Water runoff
I've lived in this house, which was built 30 years ago, for 20 years. Nothing about what I am describing here was done or changed by me.
Water from my home's gutter system runs into an underground drainage pipe. This pipe, which has been there since I moved in 20 years ago, runs underground across my back yard up to a fence (which is on my property). Water from the gutter system runs through that pipe and discharges into what was once a vacant lot. Several years ago, that lot was sold and a house was built on it. The new neighbors, in order to block the water from running onto their new yard, have filled the end of that drainage pipe with expansion foam, presumably by shooting the foam through my fence into the end of the pipe. Now, water cannot drain properly from my gutters, which we know can cause serious foundation damage. Can they do that legally? Thanks.
