I filed a petition to modify parental responsibility of my two children. In that petition is a standing temporary order for family law cases. The order states that neither party shall remove minor child from county of residence without the written agreement of both parties or an order by the judge. After receiving this my ex-wife moved out of state with my children. What should I do now?

You need to contact the police if she moved in violation of a court order. I would also suggest filing a petition for contempt.
