Post viisitation and no phone number of non-custodial parent

I have 2 children 6 and 10. They go to their dads every other weekend, they haven't went lately since he changed jobs and is now an otr driver. He decided not to tell new job about child support about it, when i asked about it he said it would be about
least 3 weeks till he would file it,(i had already waited 5 weeks,when i asked)
to make a long story short, I called cs and informend them of his number, they got in touch with him, and he was angry that i gave them number out, even though i thought i was justified, since then the kids wanted to call him, and lo and behold he changed his number. So even though we have joint legal custody i cannot communicate anything he should know regarding the kids.
He is a good father when he has them, never hurts them. He cancels visits about one weekend a month, I dont tell kids, dont want them upset, we just do something fun instead.
My question is, do i need to have his number when he takes them, for emergency purposes. I do not have an address for him either, he says hes moving, previously he was living at his moms.

Most courts would consider this a reasonable request. If he does not provide you with the information, you may need to file a petition with the court. Have you browsed through the information in LawInfo's Free Legal Resource Center to learn more about your issue yet? See: http://www.lawinfo.com/consumer.html. You can certainly try to speak to a lawyer to determine what legal options may be available. In the meantime, you may be able to learn more on your own.
