Default traffic accident

As I understand it it is illegal on the beltway in Maryland to stop for any reason and to go less than a certain speed. My girlfriend was driving late at night behind a car which suddenly stopped in the lane of the beltway itself because they seemed to be lost and there suddenly was a turnout between the two directions of the beltway. However when they read the sign of the little turnour lane it said it was for police use only. But my girlfriend was unable to avoid this totally unexpected stop on the beltway itself and hit the rear of their car with her left front. My question is if it is illegal to go less than a certain speed on the beltway and it is illegal to come to a full stop on the beltway and it was illegal to attempt to turn into a lane only for police use is the person who suddenly so stopped responsible for fixing my girlfriend's car under this set of circumstances?
