Default Theft for taking a boot off my car. PLZ HELP

Ok, so to make long story short, I parked my car in a twenty minute zone for too long when picking up my friends to go to the gym. When we got to my car, there was a boot on my wheel. However because my tires were too big, the boot slid right off without any force. I put the boot in my car because I didn't wanna leave it there for someone to take. Honest I'm not lying. Anyways, the following morning a cop came to my door and wrote me up for theft. That same day I returned the boot to Parking & Transportation unscratched or tampered with. In addition I paid them their fines of over 130 dollars.

Now I'm not a bad kid and meant no harm I was just moronic at the time and didn't think thoroughly. Anyways, I talked to their lead enforcement officer who was very nice as I apologized to her and she had me sent to the Associate Director of Parking & Transportation to talk to him since he was in charge of this matter. So I talked to him and he said he understood and would put in a good word with the courts for me (yeah right). Now I did a bunch of research on how to get out of this mess and found to have the Victim sign a Misdemeanor Compromise Form stating we came to terms and this is what happened. Well they refused to sign it after I gave them their money, gave their boot back unscratched and after I talked with them multiple times apologizing.

So now I'm in court and the Judge says to get them to sign the Misdemeanor Compromise Form (Great, now I'm back where I started). So I called up the Associate Director again today and told him what the judge told me to do and I faxed him a copy of the judges orders to get the form signed. I haven't heard back though and am getting nervous and this has stressed me out enough and I just can't go through it anymore. So here is what I'm asking after my story in a nutshell...

1.) What's the big deal about not signing the Compromise Form after I apologized, gave their boot back in one piece and paid their citations?

2.) Am I being thrown around here? It feels like I'm stuck on the ropes here.

3.) If they refuse to sign the Compromise Form, what's going to happen to me? What will my fine/punishment be?

And any other help/opinions would much appreciated cause this is absolutely tearing me apart.
