Post Student Rights

My spouse, while attending college for a health care position, has been told she must attend a VA Hospital setting for a week. Workers from the VA have come and told them directly that many persons there may pose a threat to them. I support the military and everything it stands for, so this is no shot at the VA members. Many residents suffer from mental disabilities and other disorders. They were told to never stray down dark hallways and that they may be groped while working. One even went as far as to tell them that a building on site is haunted. They were forced to be fingerprinted for federal government background checks and are subject to legal punishment and fines for a number of obscure rules that they must abide by.
Don't schools and teachers have a responsiblity to provide a safe environment that is conducive to learning? I don't see how having to fear for your safety for a week accomplishes this. They've been told that if they do not complete the task that they can't graduate. I'd like to hear others thoughts and legal insight. Does she have to do this?

I can understand that this is a frustrating and stressful situation. The type of thing can happen in almost any hospital setting though. Is she getting a license where she needs a certain number of clinical hours?

Default clinical hours

Yes, she does need a certain number of clinical hours to pass and obtain liscensure but those are all obtained in the in-school dental clinic. There is absolutely no need to send them to the VA other than to place more stress and degradation on them.
