Default SSA: Quadriplegic not disabled before age 22

Joni became a c4-5 quadriplegic 12/10/66. After a brief stint at working, on 10/1/77 was given SSI. Explanation by SSA - "Established date of onset that was determined by the disability examiner is 10/1/77. What the 12/10/66 date refers to isthe ALLEGATION not the date determined by the disablity examiner. If someone is disabled before they turn age 22, they may be eligible for a disabled adult child's benefit off a parents record. But - because MS Hakes is married, that is not a possiblity" --- Joni's dad died 9/19/81 - she soon moved in with me and we lived on her SSI and married 8/17/85 - not ever knowing about adult disabled child's benefit. My parents died and I received Inherited IRA and life insurance - I now owe SSA near $11,000 - and have only taken care of a quadriplegic for 30 years. They take any income we get- if Joni was given Adult Disabled Child benefit in 1977 we would not have married - they kept Joni ignorant of this entitilement till now - even claiming she was not disabled till she sat in front of the SSA examiner. I am trying to file for the Disabled Child's benefit - which they will deny - is there case law etc to get her adult child benefit now even though now married --- any ideas or direction would be greatly appreciated --- Joni had been a quad 45 years and suffered so - and now this insult after injury
