The officer only needs a legit law enforcement purpose to pull you over. If your vehicle matches the description of a vehicle that the officer witnessed doing unlawful speed, fleeing and eluding, driving recklessly, and endangering the public - yep, you can bet he's got a cause to stop you. Most people run because they have a REASON to run - and this officer is certainly within the scope of probable cause to pull your vehicle if he sees it again. He doesn't need the specific tag number, just enough description to have reasonable belief that it's the same car - a MUCH lower burden.
