I know someone who changed their last name a few years ago and was given a new social security number.they still use both the old number and the new number to apply for loans and credit.how serious of a crime is this?

They typically do not give you a new number when you change your name, just a new card with the new name. Are you sure that they got a new social security number? If they did and are doing that then it is a pretty big crime and I would advise them to stop before they get caught and have to go to prison.
