Sewer issues due to bad development
I'm not really sure where to post this question but this seemed a good place to start. The developer of our subdivision didn't lay the proper bedding in the pipes of the sewer system & it has created what are called 'bellies' meaning there are a lot of sags in the sewer system. This is eventually going create the city sewer system to back up into the homeowners homes. The Department of Environmental Quality has a judgment against the developers but they have yet to comply with any of the deadlines. My questions are:
1. What steps can DEQ take to force the developers to comply with the judgment?
2. What if the developers don't have the money to comply with the judgment?
3. If the developers don't take care of fixing it, will the city then be responsible?
4. What are my options as a homeowner since nobody will buy in this subdivision at this time?
This issue has been going on for a few years & they are not allowing anymore building permits in the subdivision until the problem has been taken care of. The subdivision has 250 lots & there are only 60 homes thus far. My assumption up to this point is that somebody would pay to fix it so further building could go on but that has not happened.
