Lived in apartment for one year... At walk-through inspection, was told everything looked fine and no damage to anything was reported. Minor cleaning was done, but apartment complex "automatically" cleans and paints every apartment in between tenants... no matter how long the previous tenant lived there. Management is now billing tenant for $400 for cleaning and painting. Since no damages were reported and management cleans and paints between tenants as routine maintenance, is it legal to charge tenant for these things. This complex is in Bloomington, IN.
