Part of the answer will depend on the circumstances that have him directing traffic and where or what traffic he'll be directing. If he's on private property, such as in the parking lot of a stadium for example, then it's up to his employer or the employer's agent to determine dress, safety gear or lack thereof, etc.
Most jurisdictions don't have mandated requirements for non-law enforcement personnel who are directing traffic, because if it's happening on public roadways, then law enforcement should be doing the job (and in some cases charging the employer for the extra block of duty time required if multiple officers or extended periods of time are required).
