Unhappy Registering of out of state support order

I received a payment in March of this year from the non custodial parent this payment was collected from a bonus and was to be applied toward the arrears balance. The state of arizona is still attempting to register this case, I have had to gain the help of the Arizona Ombudsmen Office and only then did this start to move towards registering in Arizona. Both parties reside in Arizona, the non custodial parent did dispute the arrears balance which required the investigation of the balance for accuracy. This was completed months ago, now the case is in the hands of the attorney to register the case. My question is that they are going to attempt to serve him the papers for registration which is the final process to register the case. How many attempts do they have to make and if he is not served does the case automatically default to registered in Arizona? I have been told it can take up to 30 days for this process to complete and that he can still dispute the registering of the case. What grounds are required for him to be able to successfully dispute? Arrears have been verified, three times with all states involved and all documents are processed. I have been waiting for this large sum of money for over 8 months! As you can see I am very frustrated. I just want to be aware of what can happen from here and what the process is and I do not seem to have a clear answer as to how the process proceeds from here, with the serving etc. If he is not served does it automatically get filed then registered and the money released to me? Again this is several thousands of dollars and I am at my wits end with the red tape of the Arizona Department of Security and there lack of follow up. I have been told my case file was lost, that they haven't looked at my case in months etc. They have no excuses but don't care to move forward either. I have had great assistance with the Ombudsmen office and appreciate all of their assistance but want some clearer answers.
