My wife and I have a car that we want to sell. It is a really nice car with low miles but with the horrible economy no one wants to buy it. I was thinking of doing a rafflle. After research I found that it is illegal in Kansas.

My question is, what if I was selling something......Like I don't know......a bottle of water. With the sale of the water I was GIVING a ticket for a chance to win the car for free. Would that be considered illegal? I mean obviously if it really was a bottle of water I was selling then the buyer would have to pay more than it is actually worth. So could that also cause a problem?
