Realistically? You can expect the court to deny such a petition.
Courts want children to have TWO parents, not only for financial stability, but as a "backup plan" in case the other parent dies, is incapacitated, kidnapped by aliens, etc.
Typcially, courts only allow a parent to relinquish parental responsibilities if there is another legal parent willing to take their place (in other words, if the other parent remarries and the new spouse is willing to adopt). Short of that, courts will cut one parent free if the primary parent can show OVERWHELMING evidence that they can fully support the child (ie they are very wealthy) AND that they have a plan in place for who would take care of the child should something happen to the parent; OR, if a parent has a criminal record that includes multiple counts of violence, or crimes committed against children or is looking at a lengthy prison term.
