Default parental right and adoption

I have a 5 yr old daughter that I have been paying child support for, but I dont see her because her mom does not want me to have anything to do with her. She recently married and has 2 other kids and so have I. She is now asking me to give up my parental rights and have her husband adopt her. Where do we go to start the paper work, and do I have to pay for the adoption process as well? How long does this process take?

If you are amicable to the adoption occurring, then the process isn't terribly difficult or lengthy - maybe a couple of months (the courts are simply packed with cases). The two things need to go hand in hand - you giving up parental rights and responsibilities, along with the new husband adopting. To start the process, mom needs to petition through her local probate court for the adoption. As part of that process, you, as the father, will be contacted and given a chance to either fight the adoption or bless it. If mom brings the suit, mom pays the fees.
