Default non custodial interference

When my ex and I got divorced we both lived in idaho falls therefore he got regular visitations..every other weekend holidays etc. He is ordered to pay 189.00 a month for both children and half of one childs medical and dental. He's never paid any of the med. or dental and is nearly 6000 behind on child support. He moved to Salmon ID and I moved to Boise ID with the kids. Now for visits we agreed on extended breaks at which time we meet in idaho falls. We agreed for christmas ..the 27-4 2:00 p.m. On the 4 I drove the 300 miles to idaho falls..at 1:40 he called and said his car broke down and he wasn't bringing the kids back until the following weekend. The police will not do anything..or can't. My girls are missing a full week of school..which neither can afford as they have slight learning disabilities. I drove 300 miles and spent 100 dollars doing so for nothing and have to do it again this weekend hopefully actually returning with my girls this time. During summer visitation his new wife would not let me talk to my kids for more than a week everytime i called she just hung up the phone telling my 9 year old she just didn't like me. Isn't there anything I can do about all of these problems? I don't consider not letting the kids go to their dad's because it means a lot to them to see him not to mention I'm not allowed to stop visitation..but he shouldn't be able to just get away with this stuff. Please help!!
