Angry My guardian may be stealing from me.

I am 17 years old. (18 in 9 months) and I think my guardian is stealing the money she gets from the state for me. It is supposed to be used to take care of me and for my well being. Previously, my car payment, car insurance payments, cell phone bill, and gas expenses have all come out of this.. since then, i have been involved in an accident and my car was totalled. No more vehicle (the car was fully paid off at the time), insurance payments are no more, and my cell phone has been shut off consequently. So my question is, if those bills are no longer being paid with the money she recieves for me, where is that extra money going to? Her pocket? Because I am looking into buying another car, which brings me to my next question.. I am not allowed to touch the inheritance my mother left me when she died, (for fear that i would spend it all) and I cannot afford monthly payments on the used car I am looking into buying, is there a way I can talk to my financial advisor and get a monthly payment deposited to my checking so I could make the payments on the car, if I was in turn, depositing a portion of my bi-weekly paycheck at my (grocery store) job? PLEASE HELP!!
