HR can ask. You can say "no". HR might then be able to terminate your employment if you are un-cooperative in assisting with whatever issue they were attempting to investigate. They can't FORCE you to cooperate, but unless you are protected by an employment contract or CBA, they can likely legally terminate you. And, depending on circumstances, such a termination might disqualify you from receiving unemployment benefits.
