What is the name of your state? New Zealand, but I am not sure which location legal juristiction would cover, as the hosting is in NZ, but the people concerned are global
The following 2 ideas I am curious about what legal standing these might have.

is there a way that I could publish a page similar to the following, and it be legally binding?
I am fairly sick of receiving spam messages, but thought that the following could be a way for me to make money from this. I thought to publish the following on my website, and post the reply, to anyone that sends me messages.

If you fail to pay for the service, they will be forwarded to a debt collection agency.
If you send an email from an invalid address, this will be construed as a deliberate attempt to avoid paying for my services, so this will incur a $US200 research fee, if I am unable to locate you easily, then your details will be passed to a Private Investigator or IT forensics team for further investigation, and all charges will be accepted by you..

I was wanting to obtain some advice regarding my legal rights..
I have also been sick to death of rape, incest and general spamming links being posted to my forum, and I am wanting to play pranks back on the perpetrators including sending evidence to the appropriate authorities, but in a legal sense, what would I be able to get away with in the sense of pranks?
Is there a way that a version of the following could be legally binding? I would be certain to be dealing with the correct people (Eg I would do proper investigation before playing the pranks), and as I work in IT, this would be quite straight forward. I would of course forward all evidence to the appropriate authorities for separate investigations.
I have just posted the following warning to my site:

This will include pranks by phone, email, post or in person.
These pranks will be extreme by there very nature, and are aimed to teach a lesson about the pain that spammers cause us.
In my day job I work in the IT industry so do understand that I will be able to identify you.
SOME EXAMPLES ARE INCLUDED BELOW TO GIVE YOU AN INDICATION, BUT ARE NOT AT ALL AN EXTENSIVE LIST.
- Delivery at your request of a truck full of manure
- Stripping your car of it's paint
- Calling you at all hours of the day and night
- Listing your home phone number on the internet and or classified ads etc.
