Default Landlord holding deposit

Hi, I am here in CT for a new Job and renting a space by the month, my contract house gave me links which took me to rental homes/condo's after much searching I found a space, I looked and decided to give a down payment to hold the room, rules about my travel with the company surfaced with a minimum and maximum mileage to receive perdiem reimbersement which I still don't have all the rules, the landlord still has a tenant and I was scheduled to move into the space within a month, when the mileage rules surfaced I informed them that I can't make the move now, they are now holding my deposit which is equal to the monthly rental and told me when they get a new tenant I will get my money back, I have paper work of the check, there was never a formal rental agreement just an application, I sent them a note asking to please have me come by and pick up my deposit or forward to the address on my application, can they keep my money? Do I have any rights to get my money back, as per the CT laws, it looks like legally they can hold my money for 15 days, but I never moved in and never signed an agreement, what are my options?
Thank you

You'll have to wait at least the 15 day limit; after that if you "didn't" sign any other type of agreement with the landlord you can simply remind him of his legal obligations and request your deposit back.

Have you browsed through the information in LawInfo's Free Legal Resource Center to learn more about your issue yet? See: http://www.lawinfo.com/consumer.html. You can certainly try to speak to a lawyer to determine what legal options may be available. In the meantime, you may be able to learn more on your own. Search the "Free Legal Resources" tab, or browse the Consumer Resources. Good luck.
