Default Landlord abusing the Lease, Help

We have resigned the lease for another year. And last month he was informed of a broken stove and didnt fix it for a week and also in the same month knocked down my cable line with a branch he was trying to remove from the tree out front. Cable was not restored for days. So i withheld a small portion of the rent. He then sends me letter if i dont pay he will force the issue of eviction. Im learning how much of a greedy slumlord he is. He hides behind the lease like a shield, so i have to resort to finding a way if possible to break the lease. Know my question really is, upon witnessing him remove my broken stove I seen a electrical arch and the smell of burnt wires. So if i hired a third party electrician or code inforcement and the building is in violation of codes is that grounds to break my lease on the grounds of the PA Law of Habitability on the grounds that the building was never a safe and secure dwelling due to the violations that have been in place since we signed the lease? If so is it possible to sue for the back rent and to break the lease.
