Angry Interstate child support case

I have an almost 4 year old and used to live in Minnesota with his father(never married).When my son was 2 i filed for child support in Minnesota.......nothing happened. I moved to Iowa 8 months later and got pregnant with my new husbands child, they made me file for child support since i needed state insurance for my son and they would rather his father pay for his bills than the state. That was over a year ago and nothing has happened with that despite my efforts. I have given both states EVERYTHING they have asked for, even his social number and pictures of him. I do not have a court order for support, and am 100% willing to do that as i am certain he is the father. I just found out that my son's father got his girlfriend pregnant and i would like to get this ball rolling before she has the baby. I called DHS about my case today and all they had to say was "I don't see why your case hasn't gone further." I called the state of Minnesota and they said they closed my case....I thought they were supposed to be helping Iowa, not closing the case! All anyone has to say is "call back and demand answers" I have tried, it gets me nowhere and so now i am here begging for advice, my son has no idea who his real father is but has a very loving dad in my husband. His real father has not seen him in a year, i know he has a drug addiction and goes out to bars but always tells me he can't even afford to eat... I do not wish to go through a private org who takes 35% of the child support since i probably will not be getting that much, but the amount isn't the issue, he just needs to take responsibility for his son.
