increase public participation in agency rulemaking
There's been a recent push to use technology to expand public participation in in agency rulemaking.
The Center for Regulatory Effectiveness (CRE) has proposed an Interactive Public Docket that allows the public to submit comments continuously, even after the formal public comment period. CRE believes that the IPD would increase public participation in federal rulemaking and provide regulators with greater information.
However, some groups have argued that this would increase special interest's influence over the regulatory process and would be detrimental to public policy. In addition, Agencies would be subjected to an information overload leading to regulatory paralysis.
