Can an emergency room physician declare a patient incompetent and then write an order to admit to the voluntary psych unit in Texas?

Can 2 physicians declare a patient in the medical hospital incompetent and then order medical care/procedures to be done; patient has not given consent prior to being declared incompetent by the 2 physicians. ( in Texas)
