Default Illinois EViction. Is this Legal???

My sister rents a home in Dupage Co. Illinois. She has a year long lease and her rent is paid to date. She also is legally disabled. She left town for approx. a month for medical reasons. Upon returning to her home, she found all her locks changed. After repeated unanswered calls to her landlord, with much difficulty she was able to enter the home thru an unlocked window.
Once inside the home, she found all her belongings piled up in the center of each room and the home was freshly painted. Along with this, she is now missing several of her personal items.
Yesterday,the landlord came by with a 30 day notice and eviction papers, she asked him why he was doing this and his response was that she "Abandoned the home."
Today, on her door was papers from the county saying that she" forcibly entered" the home.
The landlord also has not provided her with keys to the new locks on the home.
Is this legal? What are her legal rights and how does go protecting, as she can't afford an attorney.
Any advice will be greatly appreciated!!!

Many Attorneys offer free consultations it would be wise for her to get some.
