All of those things are possible. On a civil level, types of contraband can be blocked for delivery. Criminal charges are also possible, and what EXACT charges would be brought would be dependent on what both state AND federal investigations turned up (using the federal mail to import potential fake id's into the country means the FBI is going to at least be invited into the situation). You could be charged at BOTH the state and federal levels.

Then that's something they can try to sell to the judge or jury during their trial, if they are charged criminally. Most people who are judges or who sit on juries aren't going to understand the "novelty" of such an item if that item isn't OBVIOUSLY a novelty (ie if it isn't something like "FBI - Female Body Inspector", but is of such a nature that most people would be fooled into thinking it real, then you can expect it to be prosecuted as such).
