It's Michigan state statutes. Specifically this section deals with freedom of information. You can read the entire section at

In other words, they're telling you that it's not the city's responsibility to track address changes (which, it's not). If you've got some specific document that is within the city's responsibility to maintain, such as a property or tax record, you can ask for that from the specific department in question - but they're not just going to look up an address for you across non-specific records. You'll need to ask for some SPECIFIC record.
