Getting vacation pay when locked out

My husband has been on strike for 4 wks. Every time the Employer negotiates with the Union he offers less. He says he is going to lockout and not pay vacations because the employees caused him to lose money. My husband has been there 27.9 yrs. and earned 4 wks. vacation this year. Can he keep it by Law?
