Dear Biscuit,
I am not licensed to practice law in Georgia, so I can't offer you any legal advice.
However, I would suggest that you contact a local funeral director and see if they can help answer your question. While browsing the internet, I came across this website from the National Funeral Director Association that has a good discussion about miltary service and retiree benefits.
Here is the web site:

It would seem that there is some marginal benefits that may be available for retirees, but it does not appear to be substansive. You will likely also need his DD-214 release form, and perhaps your local funeral director can help you with anything else that you might need to either claim burial benefits, or purchase a burial contract. The best prices that you will likely recieve is to pre-purchase a burial contract with the local director. This should also help with any advance planning for Medicaid/Medicare, but a local attorney will be able to provide you with more specific information to your unique situation and counsel you on your benefits available with your state.
Funeral expensives, in general, are deductible from one's estate and has a priority in payment (only after Federal and State taxes) over all other creditors. Perhaps you should work with your dad and a local attorney to make sure that his affairs are in order. Its not something that most people find comfortable doing, but a little work now will help avoid alot of pain and misunderstanding later upon your father's death.
Best of luck to you and your father.
