Im trying to obtain documents from a PUBLIC convention center, documents such as financials and event information, can i request a FOIA to obatin these documents if the managers are being unwilling because convention centers that are owned by the municipal and are paid for by taxdollars are covered under the FOIA??

Yes, they should be covered... unless the event was held by a private company or organization; FOIA is only for goverments and not private companies or organization.
