I have a custody decree from MN stating "temporary sole physical and legal custody" and also another line says "MN should have continuing jurisdication over matter" Does that mean I cant transfer the court decree to IN to be recognized in their courts? Or do I have to go back to MN and have them grant me permission to be out of their jurisdication? I have been living out of MN with child for 2years do I have to go back to MN to make us safe and legal in IN?

No I don't think so. Here in Alaska I had to have my baby here for 6 months so he was considered a resident of Alaska. He was born in Ohio. But since he was a residence of Alaska we did the custody in Alaska. If you need a cheap attorney please contact me and I will send you the details.
