Citibank in violation of 3rd party disclosure laws ???

Citibank is using real peoples accounts for training purposes. This may be in violation of 3rd party disclosure laws and also if something goes wrong...then someones Zales Home depot Tractor Supply and other retail accounts may be really messed up.
