Default Child in need of services

Two years ago my son started runing away from home and skipping school. I went to the courts and filed a petition to try and keep him in school. From there he started going in and out of Juvenile dention for various violation while on electronic montoring and runing away. For two years I have been asking for assitance from Portsmouth Virginia courts system and was told becasue I'm not a medicaid receipent there was no help for me. My son turned 17 on the 27 dec and a month before was diagnosised with Seziures. He now has two felony for breaking a entering and is runing from the ploice and is not taking his medicine. I took him to the emergency room about two weeks ago for seziures and informed me he had none of his medication in is system. I have tried three times to call the police and have him picked up and they keep telling me that because he is on foot and not at a stationary point they will not dispatch the police. The last time I seen my child was wednesday Feb 7 at 4:30 in the morning having another seziure and when he came out of it and got some rest I called the police to have him picked up and after 15 minutes he went out the window and over the gate. I got in my car and found him and again becasue he was on foot they would not pick him up. I have contacted the TV station, his neurologist, the non emergency number to the police and his monitoring probation officer and still can't get any assiatance.
