Am I able to remove one of my sons last names on his birth certificate and am I able to remove the father listed on there? If so how much would it cost me?

Not unless you've got an "actual" father willing to step up and prove he's the father and thus put HIS name on the birth certificate. If the man on the birth certificate is the father, then the record is accurate and the state isn't going to allow a change.
