cash gifts on SSI and SSD?

What happens if a person receiving SSD and SSI receives are large sum of money ($20000) for the purpose of buying a place to live? Do they have to report it? Can someone else? What if they spend the money and don't report it? Any info or redirection would be appreciated. Thank you. Kristin
