Default Can Executor be changed after the death

My mother in-law recently passed away and the appointed executor is not interested in acting as executor. Does the will have to be changed in order to appoint a new executor? My wife (the deceased's daughter) is retired and has the time and is willing to take over the position and her sister (the executor) is agreeable with the change. What has to be done to make it official?

The will cannot be changed, but the court can appoint a new executor if the one appointed does not want to take the responsibility.
