If both parents agree can child support be waived. Or is it a requirement by the state of MS?

We have a current agreement that states CS is offset because he drove 8 hours to pick our child up to and from his scheduled visitations. Our attorneys came up with this agreement almost 3 years ago and I don't feel that I was represented correctly. Is it required to be paid by the NC parent? Was I wronged by my attorney? I want to have the order modified but don't know if I have the right to since we both signed the order. He went through the police academy and is making more $ than he was 3 years ago. I now live 3.5 hours from him. The order also states that he can claim her on his taxed every other year. Can I have this changed as well since I agreed to it?
