State courts hear state cases. Federal courts hear federal cases. Unless the charge was brought in federal court, or somehow qualified as a federal charge, state courts are the avenue for appeal. Cases from county or state courts go to the local appellate court, or from there to the state supreme court. State cases don't get to the federal level unless the state appellate case is then appealled to the US Supreme Court.
