Default Appeal (Post Conviction) Please help!!

My brother is on appeal (post conviction). Is it difficult for an attorney to file his post conviction into the federal court? He is now in state court in Louisiana.
I am also trying to find some NEW cases that were ruled on to support the following claims of errors: Insufficient evidence to support conviction, Other crimes evidence, hampered right to present a defense, right to confrontation, missing transcripts or ineffective assistance of counsel.
I really need help and time is not on my side. Any help would be appreciated more then you would ever know. Thank you

Have you browsed through the information in LawInfo's Free Legal Resource Center to learn more about your issue yet? See: http://www.lawinfo.com/consumer.html and http://resources.lawinfo.com/en/index.html. You can certainly try to speak to a lawyer to determine what legal options may be available. State courts hear state cases. Federal courts hear federal cases. Unless the charge was brought in federal court, or somehow qualified as a federal charge, state courts are the avenue for appeal. Cases from county or state courts go to the local appellate court, or from there to the state supreme court. State cases don't get to the federal level unless the state appellate case is then appealled to the US Supreme Court.
