Default Age Discrimination

Do you feel the following senario is an Age Discrimination case? My mother 68 going on 69 has worked with a well know company (government run) for over 30 years. Her first 15 were part time and her last 15 have been as a Full Time associate in a management role. Her place of business was closed and the company moved her to an opening that was 2.5 hours away from her home. She worked there until a closer office opened up approx. 1 hour form her home. A little over a year ago she was moved to an office that is located within 10 minles of her home. She has preformed remarkably there but she was placed in this position as a temporary-to-permanent in which she interviewed for the position (yes after already running the office for the psast year). Another man (who is well-known as a friend of the supervisor) also interviewed. This man has very little experience in this line of work and lives 1 hour away from this office. The interviews took place over 3 months ago and my mother assumed that she was going to receive the job until today when the supervisor called and explained he had given the job to the other candidate (his much younger friend) and that she would be moved to a lower paying office that is approx. 45 minutes from where she lives. SOrry this is so long - I am in HR MGT and feel that she has a very strong case for age discrimination. THey shipped her away 2.5 years ago in hopes that she would retire and she did not. Now that she is preforming great at her job they are sending her away again trying to force her into retirement! What do you think? ANy thoughts or suggestions of where I go from here? My mother is the type of person who thinks that you should not make an issue about anything I on the otherhand realize that she is being screwed because of her age and want to do something about it!
