My kid sister is 14, and for a lot of reasons has been living with her dad for the last seven years. He is very abusive and controlling, and she just texted our mom saying she has decided to move back to OR with us. Will she be able to do this? For obvious reasons, she wants to make sure it is a good possibility before she tells her dad she's leaving. While he is very abusive and has always been, I am not sure she wilol want ot come out with all of that.

Can she choose at 14 to come live with our mom in OR?

Nope. As a minor she is under the legal control of her parents. Mom can, however, file in court for a change in custody, if dad will not ALLOW her to move (and, unless mom gets a custody order, then dad can always change his mind, revoke permission, and force her to return).
